The Role of a Technical Unit Manager in Longyearbyen
Longyearbyen Municipality is offering an exciting opportunity for a Technical Unit Manager. This position reports to the Head of the Community Development Department.
As a Technical Unit Manager, you will play a pivotal role in fostering sustainability at every level, from daily operations to long-term development. We are seeking a dedicated and knowledgeable leader who can contribute positively to the growth of Longyearbyen and the community services provided by the municipality.
Your responsibilities will encompass overseeing 16 skilled employees and managing the operation, maintenance, and administration of VVAR (road, water, sewage, waste), stormwater management systems, avalanche protection structures, local amenities, and properties. The operation of VVA is outsourced to external entities.
Key Responsibilities Include:
- Ensuring the operational efficiency and maintenance of technical infrastructure and property assets.
- Planning and executing investment projects, which may include a new reserve water source (likely a desalination plant), improving the drinking water supply, establishing a new landfill, renovating housing stock, upgrading the VVA pipeline network, and much more.
- Managing emergency preparedness within your areas of responsibility.
- Serving as the deputy for the Head of Community Development Department during crisis situations.
- Formulating long-term plans for technical services.
- Budget oversight, ensuring efficient resource allocation in line with budgets and financial regulations.
- Fostering sustainable and customer-friendly service development.
With a budget of approximately 140 million NOK and responsibility for over 30,000 square meters of buildings, you will have the resources and authority to drive impactful change.

Qualifications:
- A minimum of a 3-year technical university or college education.
- Relevant experience may compensate for the lack of formal education.
- Experience in planning, operation, and maintenance of technical infrastructure.
- Experience in comprehensive planning, occupational health and safety, and project management is an advantage.
- Experience in budget work and financial management.
- Knowledge of relevant legislation and experience in public administration.
- Leadership experience is beneficial.
- Experience in communication and a digital understanding to showcase the department’s service offerings.
- Experience in public administration and a good understanding of the interface between politics and administration is a plus.
- Experience in procurement, contracts, and project work is advantageous.
